I’m pretty confident that the issue is that the delegate is not installed in the correct path. The jpeg tests in the imagemagick configure script insist on trying to compile and run code, which doesn’t work when cross-compiling since the code won’t run on the host platform.
Plo modules get built, which is why I suspect that the problem may delebates simply that the delegate is not installed in the correct location.
